Privacy protections (MCL 259.322): It is unlawful to use a drone to photograph, record, or observe an individual in a place where they have a reasonable expectation of privacy without their consent. This applies to private residences, backyards, and other spaces where individuals are not exposed to the general public. Commercial photographers conducting aerial real estate, events, or construction documentation are not the primary target, but captures of individuals in private settings create statutory exposure.
Critical infrastructure prohibition (MCL 259.323): Using a drone to surveil or photograph critical infrastructure -- power generation facilities, water treatment plants, oil and gas infrastructure, pipelines, and telecommunications facilities -- is a criminal offense. Michigan has a significant industrial infrastructure base (automotive plants, Great Lakes port facilities, energy generation) where this prohibition is relevant.

Detroit City Airport (DET) and Coleman A. Young International
Detroit City Airport in the east side of Detroit has Class D airspace. LAANC is available. Tower hours vary -- check current NOTAMs. The airport is surrounded by dense urban residential neighborhoods. Operations in the Hamtramck, Grosse Pointe, and east Detroit areas may be within DET's Class D.
Grand Rapids (GRR), Flint (FNT), Lansing (LAN)
Michigan's other urban centers have Class C or Class D airspace:
- Gerald R. Ford International (GRR): Class C airspace covering portions of Kent County. LAANC available.
- Bishop International (FNT): Class C airspace in Flint. LAANC available.
- Capital Region International (LAN): Class D airspace serving Lansing. LAANC available.
Pilots operating in these metro areas should verify their specific coordinates against the UAS Facility Map rather than assuming the airport classification tells them their ceiling altitude.
Michigan and the Automotive Industry
Michigan's commercial drone market is heavily influenced by automotive manufacturing -- facility inspection, assembly plant documentation, supplier logistics surveying, and crash testing documentation are all common Part 107 operations in the state.
Plant operations note: Major automotive plants (GM, Ford, Stellantis facilities in the Metro Detroit area, along I-75, and in Flint/Lansing) are private property. Operations at or near plant facilities require explicit permission from the automotive company's facilities or security management. MCL 259.323's critical infrastructure prohibition is relevant to energy and utility infrastructure at these facilities. Plant rooftop solar arrays, fuel storage, and grid substations on plant property may qualify as protected critical infrastructure under the Act.
Flying Over the Great Lakes
The Great Lakes create a specific operational environment for Michigan drone pilots:
Airspace: Open water over the Great Lakes is Class G at low altitudes away from airports. Michigan's Lower and Upper Peninsulas are separated by the Straits of Mackinac -- the water between them is Class G, which makes aerial photography of the bridge and straits relatively straightforward from an airspace perspective.
No land-use restrictions on the lakes themselves: Once airborne over open water, state park and municipal land-use rules no longer apply (you are not launching from or landing on restricted land). The practical constraint is the launch point -- beaches, parks, and access points are often state or local government property with their own rules.
Lake Michigan shoreline: The western shore of Michigan's Lower Peninsula (Traverse City, Sleeping Bear Dunes, Petoskey areas) is one of the most photographed natural environments in the Midwest. Sleeping Bear Dunes National Lakeshore is NPS-managed -- no drone operations within NPS boundaries without a Special Use Permit.
Sleeping Bear Dunes National Lakeshore: NPS jurisdiction. The popular overlooks and beach access points are within the national lakeshore boundary. Pilots who launch from NPS-managed land or beach access areas within the lakeshore are in violation of NPS regulations.
Lake Superior (Upper Peninsula): Pictured Rocks National Lakeshore is NPS-managed. No drone operations without permit. The surrounding Hiawatha National Forest (USFS land) has its own drone use policies -- contact the appropriate ranger district before planning commercial operations.
Michigan State Parks and DNR Land
The Michigan Department of Natural Resources manages 103 state parks and recreation areas. Drone operations in Michigan state parks are prohibited without written authorization from the DNR Park and Recreation Division. This covers recreational and commercial operations.
