Drone Laws in Utah: Zion, Bryce, Arches, and What the National Parks Actually Prohibit

Utah is one of the most photographed states in the country for drone work -- Zion's canyon walls, Bryce Canyon's hoodoos, Arches' sandstone spans, and Canyonlands' mesas are constant subjects of aerial photography requests. The reality for drone pilots is that almost every iconic Utah landscape is inside a National Park or National Monument, and the National Park Service prohibits drone operations at all of them without a Special Use Permit. Understanding exactly where the prohibition applies -- and where it doesn't -- is what separates a productive Utah trip from a wasted one.


Federal Rules Apply Throughout Utah

FAA regulations govern all drone operations in Utah:

  • Part 107 certificate required for commercial operations
  • LAANC authorization required in Class B, C, D, and applicable Class E airspace
  • 400 ft AGL altitude limit in uncontrolled airspace
  • Anti-collision lighting required for night operations
  • Remote ID required for all drones 250g and above

The National Park Service policy (NPS Director's Order 100B) prohibits the launch, landing, and operation of unmanned aircraft within NPS-managed land. This policy applies to:

  • All five Utah national parks (Zion, Bryce Canyon, Arches, Canyonlands, Capitol Reef)
  • All Utah national monuments managed by NPS (Bears Ears co-managed areas, Cedar Breaks)
  • NPS-managed recreation areas and historic sites

Critical distinction: The NPS prohibition is a land-use rule, not an airspace rule. It prohibits launching, landing, and operating from within NPS boundaries. An overflight of NPS land from outside the boundary may not be prohibited by NPS rules alone, but FAA regulations and operational safety still apply. The practical problem is that launching outside the boundary to fly over these landscapes is technically possible in some cases but involves complex airspace and land management coordination that most pilots don't pursue.

The prohibition applies inside park boundaries. The boundary -- not the scenery -- is what matters. Operators who launch from outside the boundary and fly to the edge of the canyon may be on BLM or state land without NPS jurisdiction issues, but they need to verify their launch point is not inside the park.


Zion National Park

Zion covers approximately 229 square miles in southwestern Utah. The canyon walls, Angels Landing, the Narrows, and Observation Point -- all the locations that appear in drone footage -- are deep inside NPS boundaries.

The Zion-Mount Carmel Highway (UT-9) runs through the park. Pullouts along this road are inside the park boundary. Operators who pull off the highway to launch are still on NPS land.

Adjacent BLM land: Significant BLM land surrounds Zion on the south and west. Operators willing to plan carefully can find BLM launch points outside the park boundary. This requires researching specific boundary lines -- the NPS park boundary does not always coincide with obvious terrain features.


Bryce Canyon National Park

Bryce Canyon is smaller (56 square miles) but its hoodoo formations -- the classic Utah drone shot -- are entirely within NPS boundaries. The canyon rim, amphitheaters, and all primary viewpoints are inside the park.

Adjacent Dixie National Forest land (USFS) borders Bryce Canyon. USFS has its own drone policies that vary by district. The Escalante Ranger District administers the Bryce Canyon-adjacent forest land. Contact the ranger district before planning operations on adjacent USFS land.


Arches National Park

Arches covers 119 square miles near Moab. Delicate Arch, Balanced Rock, the Windows -- all inside NPS boundaries. The park entrance is on US-191 north of Moab.

Moab is a significant commercial drone hub for film production, adventure sports content, and tourism clients. Much of the work around Moab involves Canyonlands National Park and Dead Horse Point State Park rather than Arches specifically, as the canyon rims outside Arches offer similar visual context from BLM or state-managed land.


Canyonlands National Park

Canyonlands is Utah's largest national park (527 square miles), divided into three districts separated by the confluence of the Colorado and Green Rivers. The Island in the Sky district (above the canyons) is where most commercial production work is attempted. The mesa rim provides access points but all are inside NPS boundaries.

Dead Horse Point State Park: Adjacent to the Island in the Sky district, Dead Horse Point is Utah state park land -- not NPS. Utah state parks have their own drone policy (see below) which is less restrictive than NPS. Dead Horse Point is a commonly used legal launch point for canyon footage.


Capitol Reef National Park

Capitol Reef in south-central Utah is the least-visited of Utah's five national parks and less frequently sought for drone work. Its Waterpocket Fold geology is visually distinctive. Standard NPS no-drone policy applies within the park boundary.


Bears Ears National Monument

Bears Ears is co-managed by the Bureau of Land Management, USFS, and tribal nations. BLM portions follow BLM drone policy (generally permissive for recreational use, SRP required for commercial). NPS co-managed portions follow NPS policy. The boundary between managing agencies within Bears Ears is complex -- verify the managing agency for your specific location before operating.


Utah State Parks

Utah State Parks manages 43 state parks. Utah's state park drone policy allows recreational drone use in state parks unless posted otherwise, but prohibits commercial drone operations without a Special Use Permit from Utah State Parks. This is more permissive than NPS for recreational pilots.

Notable state parks relevant to drone pilots:

  • Dead Horse Point State Park -- canyon views adjacent to Canyonlands; recreational allowed, commercial permit required
  • Goblin Valley State Park -- mushroom-shaped rock formations; recreational allowed, commercial permit required
  • Snow Canyon State Park -- near St. George; lava flows and sandstone

BLM Land in Utah

The Bureau of Land Management administers more than 22 million acres in Utah -- roughly 40% of the state. BLM land is generally accessible for recreational drone use under FAA rules without a BLM-specific permit. Commercial operations on BLM land require a Special Recreation Permit (SRP) if conducted for commercial gain.

Large portions of the Colorado Plateau, the canyon country around Moab, the Grand Staircase-Escalante area (partly NPS/BLM monument), and the west desert are BLM land with relatively permissive drone access compared to NPS.


Salt Lake City Airspace

Salt Lake City International Airport (SLC) has Class C airspace extending from the surface outward across Salt Lake County and portions of Davis and Utah counties.

For drone pilots:

  • LAANC is available at SLC
  • Downtown Salt Lake City, the University of Utah area, and portions of the Salt Lake Valley fall within SLC Class C
  • UAS Facility Map ceilings vary -- verify specific coordinates

Provo Municipal Airport (PVU) adds Class D airspace in Utah County. LAANC available.


Hill Air Force Base

Hill AFB in Davis County north of Salt Lake City is an active Air Force installation. Its airspace includes Class D surface to 3,500 ft MSL and associated restricted areas (R-6402, R-6403) extending over the Wasatch Front and the Utah Test and Training Range to the west.

The UTTR restricted areas cover enormous portions of the western Utah desert. Pilots doing BLM operations in Tooele County and western Utah should check UTTR restricted area status before assuming Class G applies.
