Hawaii presents a drone operating environment that has no parallel in any other state. Each inhabited island is essentially a separate airspace environment with its own airport. The active volcanoes on the Big Island create both one of the most dramatic aerial subjects in the world and some of the most restrictive TFR airspace. Pearl Harbor and Hickam AFB generate permanent security restrictions on Oahu. And two NPS-managed national parks prohibit drone operations within their boundaries.
Understanding the island-by-island airspace picture is essential before bringing a drone to Hawaii.
Federal Rules Apply Throughout Hawaii
FAA regulations govern all drone operations in Hawaii:
- Part 107 certificate required for commercial operations
- LAANC authorization required in Class B, C, D, and applicable Class E airspace
- 400 ft AGL altitude limit in uncontrolled airspace
- Anti-collision lighting required for night operations
- Remote ID required for all drones 250g and above

Oahu
Honolulu International Airport (HNL) -- Daniel K. Inouye International: HNL has Class C airspace extending from the surface outward across much of southern Oahu. LAANC is available at HNL.
Pearl Harbor / Joint Base Pearl Harbor-Hickam: The joint base on the south shore of Oahu generates both Class D airspace (Hickam) and permanent restricted areas over the harbor and surrounding waters. The USS Arizona Memorial is within NPS-managed Pearl Harbor National Memorial, which has its own no-drone policy. Restricted airspace and NPS prohibition combine to make the Pearl Harbor area one of the most restricted locations in Hawaii.
Waikiki and Honolulu waterfront: Falls within HNL Class C. LAANC required. UAS Facility Map ceilings in the tourist corridor near Waikiki vary -- many cells are 100 ft or less. The Honolulu shoreline is a popular request for commercial photography but authorization requirements are significant.
Kailua Beach and Windward Oahu: The windward coast is farther from HNL and some areas transition to Class G away from controlled airspace. Verify specific coordinates.
Marine Corps Base Hawaii (Kaneohe Bay / MCAS Kaneohe Bay): Located on the Mokapu Peninsula on the windward coast. Class D airspace and associated restricted areas affect operations in the Kailua-Kaneohe corridor.
Maui
Kahului Airport (OGG): Class C airspace covering central Maui. LAANC available.
Haleakala National Park: Haleakala covers the eastern half of Maui, including the dormant volcano summit at 10,023 ft. NPS regulations prohibit drone takeoff and landing within the national park. The summit area and crater are among the most-requested aerial photography locations in Hawaii -- and are inside NPS boundaries.
The road to the summit (Haleakala Highway) passes through the national park. Vehicles in the summit district parking lots are on NPS land. Pilots who want to photograph the crater from outside the boundary would need to launch from private or state land below the park boundary and fly up to altitude -- a complex operation at high elevation with significant density altitude effects.
Density altitude note: At 10,023 ft elevation, density altitude on a warm day can exceed 12,000 ft. Drone performance, battery life, and motor efficiency are all significantly degraded at Haleakala summit elevations. This is relevant even for operations outside the park on adjacent slopes.
Kapalua and West Maui: West Maui Airport (JHM) has a Class D surface area. LAANC available. The Kapalua resort area and Napili Bay fall within the Class D vicinity.
Big Island (Hawaii Island)
Kona International Airport (KOA) and Hilo International Airport (ITO): Both have Class D airspace on opposite sides of the island. LAANC available at both.
Hawaii Volcanoes National Park: Hawaii Volcanoes National Park covers the active Kilauea and Mauna Loa volcanoes on the southeastern Big Island. NPS regulations prohibit drone operations within the park.
The active volcanic activity at Kilauea creates permanent TFRs over the active lava and eruption zones in addition to the NPS prohibition. When Kilauea is erupting, the FAA issues a Volcanic Hazard TFR (typically 3 NM radius, surface to 3,000 ft AGL) over the eruption site. This TFR is not time-limited like event TFRs -- it persists as long as eruption activity continues.
Kilauea eruption TFRs: These are among the most frequently violated TFRs in Hawaii by drone operators attracted to volcanic footage. FAA enforcement for volcanic TFR violations has resulted in civil penalties. The active eruption area is inside the NPS prohibition and the TFR simultaneously.
Big Island lava fields: Much of the Puna district and lower East Rift Zone consists of lava flows on private or county land outside the national park. These areas are not subject to NPS rules but may be subject to active eruption TFRs depending on current activity. Check for active TFRs before any Big Island operation near the volcano.
Kauai
Lihue Airport (LIH): Class D airspace covering the greater Lihue area. LAANC available.
Na Pali Coast: The Na Pali Coast on Kauai's northwest shore is one of the most-photographed landscapes in Hawaii. The Na Pali Coast State Wilderness Park (state land, not NPS) covers the coastline and valleys. Hawaii state parks have drone rules -- see below.
Waimea Canyon: Managed by Hawaii DLNR as state park land. State park rules apply rather than NPS.
Napali Coast State Wilderness Park vs. NPS land: The Na Pali Coast is state-managed, not federal NPS. This distinction matters because state park drone rules in Hawaii are different (and more permissive in some cases) than NPS rules.
Molokai and Lanai
Molokai Airport (MKK) and Lanai Airport (LNY): Both have Class D airspace. LAANC available.
Molokai has Kalaupapa National Historical Park managed by NPS on the remote Kalaupapa peninsula. NPS no-drone policy applies.
Hawaii State Parks and DLNR Land
The Hawaii Department of Land and Natural Resources (DLNR) manages state parks, natural area reserves, and forest reserves. Hawaii state park drone policy varies by park and is less uniformly restrictive than NPS:
- Commercial drone operations in state parks require a Special Use Permit from DLNR
- Recreational drone use in state parks is generally allowed in designated areas but check with specific parks
- Natural Area Reserves (NAR) have stricter restrictions

Hawaii State Law
Hawaii does not have a comprehensive standalone drone statute. Relevant state legal considerations:
- Hawaii Revised Statutes § 263-16 and related aviation statutes establish state authority over aeronautics generally
- Common law privacy provisions apply to drone surveillance of individuals
- Hawaii has no state preemption of local ordinances -- counties retain authority to regulate drone operations on county property
- Honolulu, Maui, Kauai, and Hawaii counties have enacted or are considering filming permit requirements for commercial work on county beaches and parks
Hawaii's county beach parks are heavily used for drone photography. County beach park permits are required for commercial filming -- contact the relevant county parks department.
Inter-Island Operations
Hawaii is the only state where inter-island operations are a practical concern. Some commercial operators transport drones between islands by air. Standard TSA rules apply for air travel with drone batteries (lithium polymer batteries in carry-on only, subject to capacity limits). There is no FAA restriction on transporting drones between islands by commercial aircraft.
Drone operations conducted over open ocean between islands are technically possible under FAA rules (Class G over international waters outside territorial limits, Class E within US airspace), but the operational risk, range limitations, and practical barriers make inter-island drone flight a non-operational concept for most commercial purposes.
